The new Development Services Center brought previously dispersed locations of governmental services together at one convenient location woven into the fabric of the surrounding Santa Ana Civic Center plaza. Taking the place of a demolished police headquarters, the building creatively joins an existing second level wing, a subterranean garage and the renovated City Hall lobby. Through careful space planning, the program requirements led to a unique arrangement of a large 35,000 sq.ft. ground floor area, a compact 13,000 sq.ft. floorplate for the three upper floors, and an offset care area that unites the various components. The four-story tower is wrapped in a smooth EIFS skin and articulated with bronze horizontal ribbon glass.
