Huntington Beach, CA —  After decades in limbo, the outlines of the Residences at Pacific City complex are taking shape, and by January the complex will be ready for the first residents to move in. The 20 acres that once was home to oil fields have been mired in disputes with entitlements, bankruptcy and changes in ownership.
